Goals, objectives, activities
The fundamental mission of the Institute is in-service education of executives representing government authorities and local government bodies, id est the explicit commitment to the formation of knowledge- and skills-based system, where the knowledge and abilities gained form the core of professional competence of senior executives, their preparedness to implement efficient management under changes and reforms.
In-service training at the Institute is carried out in accordance with the scheduled plan agreed upon by the Administration of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine and the National Agency of Ukraine on Civil service, under the existing laws and is based on the professional programs for: civil servants and local government officials of I-IV categories, who were appointed to their positions for the first time; civil servants who hold the positions of I-IV categories, and those who belong to personnel reserve for these positions; local government officials who hold the positions of I-IV categories, and those who belong to personnel reserve for these positions; and on the programs of topical workshops on matters of current interest for public administration.
The Institute ensures in-service training for executives and training providers pertaining to the educational institutions of the system of retraining and in-service training of civil servants and local government officials. Every year more than two hundred of such representatives go through in-service training.
Officials from the Administration of the President of Ukraine, the Secretariat of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the National Agency of Ukraine on Civil service, as well as from ministries and other central executive authorities, local government bodies are invited to conduct training sessions.
The Institute exercises powerful scientific and pedagogical potential of the National Academy of Sciences of Ukraine, National Academy for Public Administration under the President of Ukraine and other research and educational institutions.
In collaboration with staff departments of the state government authorities and local government bodies the study of training needs of civil servants and local government officials is carried out, as well as the content of programs is being updated and methodological materials on topical issues of public administration are being developed.
The Institute supports the work of the Coordination Council of the National Academy by rendering methodological assistance to regional and sectoral institutions of retraining and in-service training of human resources, the main objectives of which are: to develop and promote the implementation of measures in order to provide methodological, information and counselling assistance to the institutions; to coordinate the activities of institutions regarding the improvement of training content, scientific, methodological and information support; to develop recommendations regarding the implementation of new forms and methods of training.
In the Institute there is also a Scientific council – an advisory collegial body of the institution, the purpose of which is: to provide quality education, adequate implementation of scientific, methodological and educational activities of in-service training of civil servants and local government officials.
Employees of the Institute are involved in the research activities on in-service training of the senior executives, the results of which are used to ensure the consistency and individualization of training, its relevance and practical focus, as well as implementation of innovative technologies in the training programs.
Within the framework of implementation of priority tasks of the modern state personnel policy the main activities of the Institute are aimed at: consistency in training for civil servants and local government officials, innovative renovation of educational services, modernization of training content according to target allocation, implementation of new forms of training activities of trainees and efficient educational technologies.
Institute for In-Service Training of Senior Executives of the National Academy for Public Administration under the President of Ukraine was established by the Decree of the President of Ukraine of August 2, 1995 № 682 “On regulation approval of the Ukrainian Academy for Public Administration under the President of Ukraine and its overall structure”.
According to the Decree of the President of Ukraine from February, 2nd 2014, № 81 /2014 “On Amendments to the regulations of the National Academy for Public Administration under the President of Ukraine”, the Institute is one of the principal structural divisions of the National Academy.
In 2011, the Institute has successfully undergone the procedure of licensing of the activities aimed at the provision of educational services in the sphere of in-service training of civil servants, local government officials, executives employed at state enterprises, institutions and organizations in the field of “Public Administration” (1501).
The basic areas of activities of the Institute are the following:
- in-service training of employees of public authorities, local government of I-IV categories and those who belong to personnel reserve for these positions; heads of enterprises, institutions and organizations that are in state ownership;
- participation in the provision of scientific guidance, information and advisory assistance to the regional institutes of the National academy, centres for retraining and in-service training of employees of public authorities, local government bodies, other educational establishments that carry out in-service training of civil servants and local government officials.
New approaches in the in-service training of senior executives under the conditions of implementation of reforms
Institute for In-Service Training of Senior Executives without delay reacts to the challenges of society, by implementing new approaches to the organization of training for senior executives as well as to its content, forms and methods.
With a view to ensure the implementation of decentralization of power reform and local government reform, Strategy for Sustainable Development “Ukraine – 2020” and Reform Strategy of civil service and service in local self-government bodies for the period up to 2017 as well as innovative forms and methods of training, strengthening of the training component of the in-service education the Institute for In-Service Training of Senior Executives in cooperation with the foremost scientists of the National Academy for Public Administration under the President of Ukraine elaborated new professional programs:
Professional program for in-service training of local government officials of I-IV categories and local councillors;
Professional program for in-service training of civil servants of I-IV categories.
The aim of professional programs is to develop professional competence of local government officials, local councillors and civil servants to ensure good governance at local and regional levels, to exercise skills and abilities necessary for the implementation of reforms, the implementation of legislation on civil service and service in local self-government bodies in successive steps in accordance with the European principles, applicable to candidate countries for EU accession, as well as the principles of “good governance” that are recognized by the Council of Europe.
The content of the above-noted programs is formed on the ground of competency-based approach in order to provide practice-oriented training for local government officials of I-IV categories and local councillors as well as for civil servants of I-IV categories.
The peculiarity of the above-mentioned programs is that their functional component includes both training part, directed at the development of leadership of local government officials, local councillors and civil servants, and elective modules, which are offered to choose in order to study in online mode.
Training part of each of the programs is elaborated with due regard to the best international experience and national practice, which is based on the training program “Leadership Academy”, aimed at dynamic professional training of capable leaders on local and regional levels and is successfully tested in European countries.
These programs are directed at the realization of strategic transformations, initiated in Ukraine, at the approach of civil service and service in local self-government to European standards and are intended to be used in the system of in-service training of civil servants, local government officials and local councillors.
