Organization of training process

The main aim of reforming the system of re-training and in-service training of personnel, particularly civil servants and local government officials, is to improve the quality of their training according to the contemporary models of public administration and educational management. The Institute for In-Service Training of Senior Executives of the National Academy for Public Administration under the President of Ukraine (hereinafter – the Institute) as the main academic institution of the system of in-service training promotes consistency and continuity of training of civil servants and local government officials, with practical focus on the development of professional competence of senior executives in accordance with the tasks set by the Strategy for Sustainable Development “Ukraine – 2020”, the Strategy of State Personnel Policy for 2012 – 2020 and the innovations of legislation on civil service. At the moment these issues are of high priority for all educational institutions within the system of in-service training and determine the main directions of our cooperation with the National Agency of Ukraine on Civil Service.

While implementing the policy of promotion and information support of realization of public administration reforms and modernization of civil service, the Institute takes part in the development of regulatory and legal framework of the system of in-service training, implements innovative education technologies in the training process of in-service training, quickly and efficiently responds to the alterations in legislation, the need of finding the solution to the most acute problems, guaranteeing relevance and practical orientation to the content of in-service training of senior executives in the process of updating in-service training programs. Powerful scientific potential of the National Academy for Public Administration under the President of Ukraine, which includes 59 departments, and the ability to invite the best representatives of national schools of thought, international organizations and projects guarantee their efficient implementation.

Practical orientation of training sessions on topical issues in the sphere of public administration and civil service is achieved by the means of high performers from the Administration of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Prosecutor General’s Office of Ukraine, the Superior Administrative Court of Ukraine and others.

Realizing the importance of the implementation of professional programs of training for: civil servants, who were appointed to their positions for the first time or newly elected local government officials, as well as those who belong to personnel reserve in civil service, we aspire to combine in an integrated manner professional programs, short-term seminars, self-education and internships in the context of formation of lifelong learning system for civil servants throughout their entire professional career. Therefore, in the result of the analysis of training needs of civil servants and local government officials not only professional programs are updated, but also new short-term topical workshops on the following topics are introduced: “Modernization of civil service and service in local self-government”; “Civil service – legal style and working methods under the conditions of implementation of the Program of economic reforms in the context of requirements of new anti-corruption legislation”; “Human resources management in public and local self-government authorities taking into account the requirements of new legislation on civil service”; “Territorial development management as a priority”; “Project management in the system of public administration”; “Self-management of contemporary leader”, etc.

The Institute is the only educational institution in Ukraine, which carries out in-service training of heads and educators of the educational institutions of the system of retraining and in-service training of civil servants and local government officials. Professional direction of training of this category of trainees at the Institute is assured by the interactive study sessions (trainings, workshops, master classes, case studies) on issues such as: the use of modern educational technologies in the in-service training; assurance of lifelong learning for civil servants; management in public and local self-government authorities; leadership in management activity; preparation of information analysis, etc.

The extent to which it will be possible to implement our plan will determine the professional level and competence of senior executives, who perform the functions of the state, the prestige of civil service in Ukraine as well as the status of educational institutions within the system of in-service training, as such, that are able to respond quickly and efficiently to the imperatives of our time, to be innovative and efficient.

  • Director of the Central State Electronic Archives of Ukraine.

Apart from that the in-service training involved presentations from the Directors of Departments of the following central executive bodies:

  • Ministry of Justice of Ukraine;

  • Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine;

  • Ministry of Ecology and Natural Resources of Ukraine;

  • Pension Fund of Ukraine;

  • National Agency of Ukraine on Civil Service;

  • State Treasury Service of Ukraine;

  • State Financial Inspection of Ukraine;

  • State Statistics Service of Ukraine.

In order to highlight the peculiarities of administration on local level such

renowned experts were invited to the Institute:

  • Head of the Office of reforms in Kyiv region;

  • Chief of Staff of the Shevchenko District in Kyiv State Administration;

  • Chief of Staff of the Solomianskyi District in Kyiv State Administration;

  • Head of Vyshgorod District Council.

Trainers

With a view to the efficient implementation of training activities and various study sessions, consultative and expert work the Institute invites reputable Ukrainian politicians, statesmen, experienced managers, heads of government authorities, representatives of civil society organizations and leading experts and practitioners. There is a strong discussion platform, which involves the professional exchange of views in the form of a constructive dialogue “trainer–trainee”.

Taking into account social and political situation in the country and fundamental changes in personnel the database of trainers is being continuously updated and expanded. In particular, to highlight the priority guidelines and ways of implementation of the Strategy for Sustainable Development “Ukraine – 2020”, taking into account the specific features of activities of public authorities the following representatives took part in the training process in 2015:
